At Scale, our mission is to develop reliable AI for the world’s most important decisions. The UAE’s leadership has put that challenge at the heart of its vision for the future, and we share its conviction that AI can improve how institutions serve people, strengthen economies and create opportunity for generations to come.
Today at the Dubai AI Festival, we are formally launching Scale’s UAE entity, with our home at the Dubai International Financial Centre (DIFC). Scale is open for business in the UAE. Together with our MoU with Presight earlier this month, it marks a new phase of our work in the country.
Reliable AI in everyday use
Scale works with the world’s leading frontier AI labs and develops evaluations and benchmarks that help the industry measure how advanced models perform. We bring that same rigor to our work with UAE institutions: systems that operate reliably in Arabic, meet local governance requirements and keep people in control. In practice, that means:
- Evaluation. Determining what a system must reliably do, then testing it against that standard before launch and after.
- Governance. Building oversight into the system from the start, including human review where decisions require it.
- Skills. Training local teams to operate, evaluate and improve these systems themselves, so the capability stays in the country.
We’ve seen what this looks like in the region. In Qatar, we’ve trained or upskilled nearly 6,000 people, and applications we built are in everyday use by the public.
DIFC is helping turn UAE’s AI ambitions into reality. The Dubai AI Campus at DIFC, inaugurated in 2024 as part of the Dubai Universal Blueprint for Artificial Intelligence, and its dedicated AI License make it easier for technology companies to build in Dubai. We are grateful for DIFC’s welcome and proud to make our UAE home in an ecosystem built with such purpose.
A country building for the long term
The UAE has made AI a national priority and is building the foundations for its success. Its National Artificial Intelligence Strategy 2031 brings together ambitions for better public services, a thriving AI ecosystem, skilled talent and effective governance. Its Charter for the Development and Use of Artificial Intelligence emphasizes safety, privacy, transparency, human oversight and accountability, which are the foundations of AI that earns public trust.
At Scale, we see sovereignty as control and choice over data, deployment, models and governance, including the freedom to adapt or change systems as needs evolve. Our job is to help UAE institutions keep that control as they turn their ambitions into dependable services.
Establishing our entity at DIFC gives our presence a permanent footing and supports our commitment to work alongside UAE institutions, partners and talent for years to come. We’re here to help build AI that the country’s institutions can trust and its people can use with confidence.
If you’re building with AI in the UAE, whether in government, in an enterprise or as an engineer who wants to join us, we’d love to hear from you.
