Scaling Impact: How Specialized AI Tools are Transforming Public Experience

Through a multi-year agreement with Qatar's Ministry of Communications and Information Technology (MCIT), Scale is one of the partners contributing to AI adoption across government entities. The first two posts in this series described how that work is structured and how it supports expert workflows, from legislative drafting to the classroom. This post turns to the tools people use directly.

Advancements in AI are most impactful when they change how people move through everyday systems. This involves providing better access, clearer guidance, more discovery and more confidence in using new tools. The current portfolio includes three core technical implementations that put AI directly in people's hands: a national recruitment platform, a cultural discovery tool and an upskilling program

Navigating Opportunity with Agentic Forms

Efficient recruitment depends on accurate, consistent data as the foundation for talent matching and workforce analytics. The quality of matches is shaped by two primary inputs: candidate profiles and job descriptions (JDs). Profiles are stronger when guidance is provided during creation, while JDs often vary in wording and detail in ways that influence match accuracy. Maintaining alignment between Arabic and English records adds a further dimension of consistency. Structured inputs help reduce manual review time, and early-career applicants benefit from well-defined role descriptions that clarify career paths.

The recruitment platform supports both sides of this process through Agentic Forms, a national framework for structured AI interaction. The framework acts as a bridge between rigid digital templates and open-ended chat: the AI guides the conversation while every suggestion stays within a defined, governed structure. It rests on a few consistent principles. Each workflow begins with the data structure it needs to produce, so outputs are consistent by design. The system sequences its questions to gather what is needed with minimal effort from the user and anticipates the next step to keep the interaction moving. Every suggestion is checked against validation rules before it can be accepted, and the person stays in control throughout reviewing, editing, or approving each one, with nothing saved without explicit confirmation.

In practice, this takes two forms. A CV Builder assists candidates in creating structured profiles with embedded career insights. A JD Builder helps recruiters produce consistent job descriptions with proper skills tagging and synchronized Arabic and English fields. These structured inputs feed a matching engine that ranks candidates, while automated validation and approval workflows streamline administrative review.

Early results are encouraging. In its first three months, the CV Builder attracted 55 percent of new registrants. The JD Builder extends these benefits to employers, improving overall data quality and strengthening talent matching. By generating cleaner data for skills analysis, the system makes professional opportunity processes more navigable and legible for everyone involved.

Qatar Museums: A Guide That Adapts to Each Visitor

Discovering and engaging with arts and culture can be challenging for new visitors due to the amount and depth of content available – including engaging multimedia stories, rich historical context, interactive features, and practical information – about multiple museums, public art, heritage sites and creative hubs. Where should one start? The Qatar Museums AI Tour addresses this by providing visitors with a personalized AI-powered art tour that spans museums, public installations and heritage sites. The solution generates personalized tours based on a user's interests, available time, language preference, and location. Visitors can interact via text or voice to explore stories behind specific artefacts and receive real-time recommendations. The system is multimodal: by recognizing objects through a camera, it provides explanations and enables creative engagement, such as AI-assisted art re-creation. By combining conversational AI, computer vision, and personalized recommendations, this innovative digital experience adapts the cultural journey to each individual.

The Qatar Museum AI Tour is designed to deepen visitor engagement, increase dwell time and encourage richer interaction with cultural content. Early results are encouraging: 50% feature engagement among users, more than 1.1 million interactions and real-time artwork identification in both Arabic and English. As the world’s first national, AI-powered cultural and art tour, the Qatar Museums AI Tour marks a significant milestone in supporting Qatar Museums’ vision of a connected national cultural ecosystem , demonstrating how AI can support public-facing digital experiences.

Upskilling: Building AI Literacy

Successful deployment of any new tool is contingent upon workforce readiness. Technical implementation constitutes one facet of systemic change; human capital development is the other. When digital literacy and professional confidence do not keep pace with technological advancement, adoption stagnates, and even robust systems remain underutilized. Consequently, workforce enablement and AI literacy initiatives must run in parallel with, rather than subsequent to, deployment. Building this capacity requires a practical, multi-layered approach.

Across the initiative, over 3,500 individuals, including civil servants, students, and innovation teams, have participated in comprehensive training programs. These curricula provide both technical and non-technical modules, paired with applied coursework and centralized learning resources. By anchoring training in active, real-world use cases, the technology is contextualized within operational workflows. This approach empowers participants to transition from observers to active operators, fostering an understanding of system capabilities and limitations, which in turn facilitates iterative feedback for ongoing refinement. Collaboration with educational institutions ensures that these efforts move beyond short-term rollout to establish a permanent institutional capability. By synchronizing training directly with deployment across solutions, the gap between theoretical knowledge and practical application is effectively bridged, ensuring integration into daily operations.

Training is tied directly to deployment across solutions, closing the distance between theoretical knowledge and practical application. This ensures that the technology is not only implemented but also integrated into daily operations. Ultimately, a solution is only as effective as the people equipped to run it. Comprehensive enablement is what transforms an AI tool from a static resource into something that is actively utilized, continuously refined, and scaled for long-term impact.

Synthesizing the Impact

The recruitment platform facilitates the navigation of professional opportunities, while the AI tour guide transforms engagement with culture. Combined with robust upskilling and enablement, these tools demonstrate how technological solutions can directly improve user outcomes through data consistency, personalization, and skill building.

The focus remains on how AI can serve as a practical facilitator of improved user experiences in employment, education, and cultural exploration.
